The Rare Breed Transitional Living Program (RBTLP) provides a longer term housing option - up to 21 months - to homeless youth ages 16 through 21. The housing and services provided through the RBTLP help youth make successful transitions to independent and self-sufficient living. The RBTLP also serves pregnant and parenting youth.

RTBLP living accommodations consist of seven supervised apartments. Prolonged success at supervised apartment site will make a youth eligible for their own subsidized single occupancy apartment in the community. Youth are required to engage in program activities, education, employment, or community service for 40 hours each week and save money to support their independent living goals.

The RBTLP provides the following services to youth directly or through referral to community service providers:
  • Safe, stable housing
  • Basic life-skill building, including consumer education, budgeting, using credit, housekeeping, etc.
  • Interpersonal skill building, including enhancing young people's abilities to establish positive  relationships with peers and adults, make decisions, and manage stress
  • Educational opportunities - GED preparation, postsecondary training, or vocational education
  • Assistance in job preparation and attainment, career counseling and job placement
  • Education, information, and counseling to prevent, treat, and reduce substance abuse
  • Mental health care, including individual and group counseling
  • Physical health care, including routine physicals, health assessments, and emergency treatment
